I think it is generally healthy for children to make some noise, because noise is often a sign that they are playing, exploring, and expressing themselves. If a child is laughing, asking questions, or getting excited during a game, I would see that as part of normal development rather than bad behaviour. That said, children also need to learn that different places have different expectations. For example, making noise in a playground is fine, but shouting in a hospital, a library, or late at night in an apartment building would be inconsiderate. So I don’t think children should be completely banned from making noise under all circumstances. A better approach is to teach them when noise is acceptable and when they should lower their voice. In daily life, we hear many kinds of noise, such as traffic, construction work, music from shops, people talking on the phone, and household sounds like washing machines or televisions. Cities are definitely more exposed to noise than the countryside because there are more vehicles, people, businesses, and public events happening close together. In my country, people usually tolerate ordinary noise to some extent, especially if it comes from children or family activities. However, if the noise is too loud or continues for a long time, people may complain to neighbours, building security, or local authorities. When chatting in public, I think people can show consideration by keeping their voice at a moderate level, avoiding speakerphone, and noticing whether others nearby look uncomfortable. It is not about being silent all the time, but about being aware that public space is shared space.
